Burnaby Community Services is a non-profit organization committed to supporting individuals and families in Burnaby through a diverse range of programs and resources. Key programs include Seniors Transportation, Christmas Bureau, Camping Bureau, FAIR Play, and Form & Tax Preparation.

Seniors Transportation
Burnaby Seniors’ Transportation is an affordable and convenient service providing one-way and return trips for Burnaby residents who need assisted transportation to their medical and dental appointments within Burnaby, Vancouver, New Westminster and the Tri-City area. If cost, mobility or balance are an issue, Burnaby Seniors’ Transportation is here to help.
Burnaby Christmas Bureau
The Burnaby Christmas Bureau provides Christmas cheer to people with low income and living in Burnaby through our Toy Room Program. This continues to be challenging times for many people and we are anticipating great need again for families with children. There are several ways to participate.
Camping Bureau
Camping Bureau appointments begin April 1, 2026
The Burnaby Camping Bureau provides subsidies for Burnaby children from low income households to
attend a week of summer day camp. Our subsidies of $100 (maximum) will allow children the
opportunity to attend a local camp that their families would otherwise be unable to afford.
To qualify, you must be a resident of Burnaby, have children between the ages of 5-15 years, be of low income and have supporting documentation.
You will need the following documents at the time of your appointment:
- Proof of Income Statement OR Notice of Assessment for 2025 for BOTH parents if married or living common-law. If you don’t have one on hand, please get one from below:

3. Recent proof of address – copy of a rental agreement, home related bill (hydro, cable gas, internet or phone) or bank statement of your saving or cheque account dated within last 2 months.
*Newcomers to Canada without income proof can request a referral letter from their child’s school, settlement, or outreach worker as proof of need.
Parents, please know which camp you are sending your child to when you arrive for an appointment, as well as have all your supporting documents. We will not be able to see you if you don’t have a chosen camp or are missing any information.

Form Filling and Income Tax
Volunteer Income Tax Program
The Tax Completion program offers assistance with income tax preparation through our participation in the Canada Revenue’s CVITP program (the Community Volunteer Income Tax program). During the tax season, March and April each year, we offer appointments for individuals with low income to have their income tax completion done by volunteer tax preparers.
Form Filling Clinics
Are you a senior who needs help completing your CPP, OAS, GIS, BC Housing Registry, SAFER or BC Bus Pass application? Trained volunteers will assist you with completing forms and provide information about local resources and services to help meet your needs.

The BURNABY CHRISTMAS BUREAU provides Christmas cheer to people with low income and living in Burnaby through our Toy Room Program. This continues to be challenging times for many people and we are anticipating great need again for families with children. There are several ways to participate.
Seniors Hamper Project – Updated 2026
Starting this year, the Burnaby Christmas Bureau will be moving away from the Seniors Hampers Project.
We appreciate the community’s support over the years in delivering these Holiday Hampers. The program has helped over a thousand low-income, isolated Burnaby seniors since its beginning in 2010. While the program’s need and demand continued to increase, decreased resources – including funding and staffing – have resulted in the discontinuation of the project.

FOR SENIORS LIVING WITH LOW INCOME
The Burnaby Christmas Bureau is a program that facilitates the spirit of giving during the holiday season. The goal is to make the holiday season brighter for struggling, low-income families, individuals and seniors in Burnaby.
With the help of our donors and volunteers, we brightened the season for over 3000 people in need through the Burnaby Christmas Bureau. More than 350 seniors received hampers over the season. Each hamper will include a gift hamper and a turkey meal. The value of the hamper is $100. Gift cards will be evenly distributed amongst the hampers.
APPLICANT REGISTRATION for SENIORS HAMPERS
- Residents of Burnaby
- Be 55 years of age or older with low income
- AND socially isolated or homebound
Applications are open from November 3rd to December 5th, 2025.

Additionally, families who visit the toy room, benefit by on site information and connection to other local services available to help them meet their basic needs and improve their financial situation.
With the help of our donors and volunteers, we brightened the season for over 3000 people in need through the Burnaby Christmas Bureau. Toy Room helped 920 families in need, providing over 1900 children and youth with gifts over the season.
Cash donations towards the Christmas Bureau allows us to allocate more funds toward purchasing additional toys, which are often in short supply. For example, last year we experiences a low inventory of sports balls and had to purchase more to meet the demand.
There are three ways to make a donation*:

- You live in Burnaby.
- Your family meets the low-income eligibility criteria or receives income assistance.
One parent can come in the Toy Room to register and must bring the required supporting documents listed below:
1. Proof of Burnaby Residency
Provide one document showing your full name and Burnaby home address, dated within the last 90 days:
- Home-related bill: Monthly internet, cable, telephone, electricity, or gas bill (e.g., BC Hydro, FortisBC, Telus, Rogers).
- Lease or rental agreement: A current agreement, including all pages, dated within the last 90 days.
- Insurance document: Current tenant or vehicle insurance document dated within the last 90 days.
- Bank statement: A chequing or savings account statement dated within the last 90 days. Credit account statements from banks may also be accepted.
2. Proof of Family Income
Option A: Proof of Income Statement (C-Print) from CRA
How to download it from CRA My Account:
- Log in to your CRA My Account.
- Select Tax Returns from the left-hand menu.
- Find your most recent tax year and select Proof of Income Statement.
- Select the PDF option to download and print the document.
- Submit the complete printed document. Screenshots are not accepted.
You can call the Canada Revenue Agency (CRA) at 1.800.959.8281 for assistance obtaining your Proof of Income Statement. You may be asked to verify your identity.
Option B: If you receive income assistance
Provide one of the following documents from the Ministry of Social Development and Poverty Reduction
- Confirmation of Assistance Statement: Obtain this through the ministry's online self-serve portal or your caseworker.
- Notice of Deposit.
- Release of Personal Information: Ask your ministry caseworker for the Consent to Disclosure of Information and Service Authorization form.
Option C: Newcomers who have been in Canada for less than a year
If you do not have a Proof of Income Statement but are employed or receiving Employment Insurance (EI), provide copies of your two most recent pay statements or EI statements.
Option D: Government or Privately Sponsored Refugees/Canadian - Ukraine Authorization Emergency Tracel (CUAET) applicants
Applicants must provide the following documents, as applicable.
- For CUAET applicants:
- A copy of the Emergency Travel Authorization papers and/or work or study permits.
- A copy of a current Ukrainian passport or current government issued photo identification for each applicant.
- For government or privately sponsored refugees:
- A copy of the Confirmation of Permanent Residence (COPR) or Permanent Resident Card for each applicant.
- A copy of the Verification of Status document for each applicant.
Option E: Newcomers without income or employment
Newcomers who have no proof of income and are unemployed may ask their children's school for a referral and confirm that their family is low-income.
3. Identification for Each Child
Provide identification for every child included in your application. Acceptable examples include:
- BC Services Card
- Birth certificate
- Passport
- Canada Child benefit statement showing the child's name
- Permanent Resident Card
- When you register, you will receive a designated toy pick-up date and time in December.
- Toys cannot be collected on the registration day.
- Only one family member per household should enter the Toy Room for registration and gift pick-up.
- Please arrange childcare in advance, as children should not accompany the registering or collected parent unless otherwise permitted.

- We will follow guidelines set out by the BC Ministry of Health and have safety protocols in place during registration and toy pick-up.
- All visitors will be required to sanitize their hands and wear a mask at all times on site. Disposable surgical masks are available to those who need them.

How to support Seniors Hampers?
Purchase Gift Cards for the Seniors Holiday Hampers
This year we are moving away from one-on-one sponsorships to support the growing number of vulnerable seniors in Burnaby. We invite donors to purchase gift cards for seniors living in poverty.
Why gift cards? Last year, we heard from seniors that they are struggling to afford groceries and other necessities. We also heard about the importance of seniors being able to indicate their preferences for the type of hamper they would like to receive. See details and application form for details.
How to support Christmas Bureau Toy Room?
Host an Angel Toy Drive for children and youth. Companies or community groups can sign up to host a toy drive that collects toys for distribution to children and youth from low-income families at our Toy Room at the Metropolis at Metrotown.
We may be able to provide resources to help increase participation for your Toy Drive. This includes:
